Although technically doing his job as an animal control officer he is still considered antagonistic in regards to Ren and Stimpy as he captured and imprisoned them - luckily the two were adopted by a girl before they were put to sleep (unlike an unfortunate bulldog who was led to his death earlier in the episode).
