As Orihime has spiritual power and Tatsuki does not, Orihime would be regarded as stronger then Tatsuki. However, in terms of pure physical strength, Tatsuki is stronger as we are talking on one hand about a girl (Tatsuki) who has conditioned her body to fight since she was a very little girl and another (Orihime) who is only a casual dabbler in martial arts.
