He was the Commandant of the Royal Manticoran Naval Academy on Saganami Island in the late 1870s PD. During an unscheduled aerobatics display above the Academy regatta, Hartley was winning at the moment Honor Harrington flew over his sloop at a very low altitude, causing him to dive over the side.
