Parviz Najar was a man who was seen meeting with Regine Smidt, Trent Kort and Martin Quinn in Windsongs, a very fancy restaurant somewhere in D.C. NCIS Special Agent Anthony DiNozzo went undercover as a street busker so that Director Jennifer Shepard could get information on the meeting although DiNozzo was given orders to stay out on the street because Jenny didn't want the operation jeopardised as she couldn't risk having the other three people identifying DiNozzo as the baggage handler from the airport.
