Isawa Heichi was an ambassador of the Phoenix Clan. In 1166 he was already the highest-ranking Phoenix representative in the Mantis Islands. He was known to be displeased by his position there, so Heichi made an arrangement with Yasuki Kurama, the Crab ambassador, hoping the trade would lead him off the islands.
