The Zacklan government was based on democracy with members of the species voting for council members over the age of 100. The council was composed of 39 members with three members from each of the council's thirteen worlds. The number of worlds under the council's rule had varied between as few as four and as many as thirty-six while maintaining the rule of three members per planet.
