Commissioner Kinsler is the main antagonist of Sadie's Story, the meta-game found in Halo 3: ODST. He is the corrupt Commissioner of the New Mombasa Police Department. Regardless of his high status, Captain Veronica Dare was hostile towards his nature during the Battle of Earth due to his reckless actions taken as a Commissioner.
