It isn't shown on your Pip-Boy 3000 when the Explorer Perk is activated because it is located within a location. Freddy Fears House of Scares is in fact in the game. It is located in Paradise Falls near some slave cages. Paradise Falls in in the middle of the Wasteland map in a rectangular enclosure. You cannot access the actual store to purchase items in the console versions of the game sadly. However, there is a certain mod that allows for a custom Freddy's store complete with a clerk if you own the PC version. Info here: As for in real life, I don't think this store really existed.
