The Academy of Military Arts was a Changer organization based on Heibohre. By the Idiran-Culture War it was the defacto ruling body of the Changer polity. The Academy banished Horza to Schar's World from Heibohre after he violently helped suppress a conspiracy to remove Heibohre from Idiran territory and influence. This was a compromise sentence as popular sentiment desired to remain under Idiran influence but still demanded punishment for the death of other Changers. The Academy was disbanded with the destruction of the the Changer species by the end of the Idiran-Culture War.
