The cardinal officially under the Constitution of the Theocracy of Ireland is the "head of government and state and the most senior member of the church within Ireland". The cardinal however does not fulfill his role as head of government as he appoints his First Minister to lead the government. This is believed to have led to the sustainability of the theocracy.
