Admiral Budrow was the commander of Starbase 29 in 2369. When Will Riker was captured by a warring faction on Tilonus IV, he was told in a delusion created by Syrus that the Tilonians had contacted Budrow on Starbase 29 and that he had told them he knew nothing about a Starfleet officer named William T. Riker. (TNG: "Frame of Mind" ) This character was only mentioned in dialogue.
