The Forest of No Return is property of Toyland in Babes in Toyland. According to the trees, the forest is private property, which means anything and anyone will belong to the forest if they enter it. Other than the main characters, no one has left the forest alive and have presumably wandered throughout the forest until they either gave up or died.
