Frigiston was one of the towns that Tawni Balfour needed to capture to control the Strait of Storms, the other being Yanathrae. Frigiston was ruled by Jorgon One-Foot, leader of a bloodthirsty tribe of barbarians. Jorgon had blocked any access to the bay of Frigiston with a large chain, meaning that any invader would need to approach them on land, which suited his barbarians better than sea combat.
