Its a jutsu that Takeo invented and perfected during one of his journeys away from home.It is difficult to master but fairly easy if the user knows how to perform Chidori or Rasengan. First, the user must transfer chakra into his palm and then concentrate very hardly but stay calm. If these conditions are met the user will have a whip entirely made of lightning in one hand the jutsu constantly drains chakra while using it and is easy to dodge so the user must be quick about hitting his or her opponent.
