Gallo was a Gungan leader three thousand years before the Invasion of Utapau. After the Gungan Civil War, the Gungan tribes unified and Gallo constructed the Gungan city of Otoh Gunga on the remains of the city of Spearhead. Numerous Gungans came together to live in the city because of Gallo's actions.
