The White City is a floating city where the vast technology and artful sorcery of this world is found. It is the realm's capital (much like Meridian to Metamoor). It is ruled by a single individual with an iron fist. The title "White Queen" is the name of its ruler. The current White Queen is Arkaam. The city has a beautiful marketplace and is technologically advanced. It is regulated by the Queen's White Soldiers. Rules prohibiting high level magic (considered black magic) are implemented. Anyone who is caught using black magic will be arrested and accused as a member of the rebels "the Black Army," much as to what had happened to the W.I.T.C.H. girls.
