The normal definition of fillers is legitimate episodes which help keep distance from the manga while not pulling a popular show off air. The more the fillers, it is more likely that there is a lazy manga artist who frequently uses one/two/three picture frames per page or animators who do not know how to expand the episodes. The name itself should actually cover that fact... Filler=fill/fill in.
