Glancing is likely implemented only when riding Bikes or ATVs because of speed and strength being their main weaknesses, so the player's character makes it aware that there is a vehicle coming so that the player can make adequate adjustments to avoid being wrecked. Glancing does not affect driving in any way whatsoever.
