Images that don't have a license (Fairuse, CC-BY-SA-3.0, From Wikipedia, Other Free Licenses, GFDL, Public Domain, With Permission of the Author or Uploaded by the Author) will be deleted or will have the proper license added to it if one can be decided by another user. The uploader won't be blocked, but he or she will be told to add a license.
