The Illuminati largely rely on the Majestic 12 military units as well as local regular military and police forces. The idea here is to seperate the US-inspired Nod units from the more classical terrorist ones, give the terrorist ones to the Brotherhood and then replace them for the Illuminati with more fitting ones. That way, Nod can be cleanly turned into the Illuminati.
