The Complex was built in 2322. In 2329 a Symbiotry meeting took place in the Complex to discuss the position of time travel technology. Gage Blackwood was brought to the United Ministry Complex, where he as arraigned and later released to house arrest. His trial took place in the judicial wing. It is unknown how it was related to the older Halls of Ministry.
