The empire’s infrastructure was badly damaged and the Emperor and Senate initialized ‘Zeno Emineo’ (Project Zeno) it restructured how the empire’s cities, roads, mines, taxes, and all that were maintained. The Canalis Corinthus envisioned by Julius Cæsar was also constructed (1650(897)-1663(910)). Also implemented was the Tributum Quaestus. It is a tax on the net profit of individuals and businesses, the main purpose of which was to finance the construction and maintenance of infrastructure and civil services. It was not popular.
