The Executioner's Guild is a branch of the Terran Dominion. It is charged with eliminating Arcturus Mengsk's political rivals, a task that was still being carried out just after the destruction of the first Overmind. It is possible that it carries out other liquidation tasks, such as Mengsk's recent "overhaul" of the Ghost Program.
