The Shijou District Court, also known as the Port Authority, was built and funded by the Daidoji Trading Council in the Shijou District during the reconstruction of Toshi Ranbo after the ravages of the Winter of Red Snow. During the summer and winter months this court was almost deceptively silent. Courts of merchants thrived most prominently in the spring, when the caravans began their journeys and the kobune sailed. The Imperial Treasury used its spring trading benchmarks to fix the value of a koku for the upcoming year.
