The Imperial Garrison in Zakyo Toshi housed the Imperial Guards assigned to keep watch over the potentially troubled border between the Scorpion, the Fox, and the Sparrow Clan. They later began policing the city itself. In 1170 the Scorpion annexed the city and their samurai shared the building with the Imperials.
