After saving Svala from Leonid, connect with Dominica (on the second floor) and bring her to talk to Vic (on the shops level). Vic is trying to pick a piece of jewelry. Afterwards, you unlock Dominica's Trait 3, "Collector," and Vic's Trait 3, "Stingy."
