Arakel Hovanian was a Havenite citizen and an officer of the Republic of Haven Navy. Holding the rank of Captain, he was assigned as acting Commodore for Destroyer Squadron 93, which served as the Des Moines System's naval picket. When the Royal Manticoran Navy raided the system in 1919 PD, Governor Arnold Bruckheimer contacted Hovanian and ordered him to withdraw, as employing his ships against such numerically superior odds would only have led to the needless destruction of his command and the deaths of his personnel.
