Kel Lokar was a 24th century Cardassian female, the daughter of Barkan Lokar and Palandine. Upon reaching the Age of Emergence she left home to attend the Institute for State Policy. In the aftermath of the Dominion War, Kel had become an assistant to the Guide of the Oralian Way. (DS9 novel: A Stitch in Time) Some time later, she became a Guide herself.
