Tomatsu Okamoto was a Japanese citizen living in Hawaii. He regularly sold fuel to Jiro Takahashi. When Okamoto ran out of fuel after the invasion, Takahashi converted his motor boat into a sailing vessel. Okamoto later attended the Japanese victory parade with Takahashi. Despite being a Japanese patriot, Okamoto was a pessimist and knew very well that the Japanese military would care itself first and then the Japanese Hawaiian civilians with regards to food and supply during the long occupation.
