Sir William James Oliver Sheat (1864-1944) Involved in the local government of Ilford for many years as a member of the urban district council and borough council, and was the second Mayor of Ilford in 1927-28. In 1920, whilst chairman of the Ilford Employment Committee, he was awarded the OBE. Knighted in the 1938 New Year's Honours "for political and public services in Ilford, Essex".
