The American wizarding territory of Alta California is administered by a governor. In the Summer of 2009, the territorial Governor ordered the arrest of Geming Chu under the pretenses of the newly-enacted WODAMND Act. Under the provisions of the Act, the Govenor is allowed to hold Chu for up to six months without charges, or indefinitely if there is "compelling evidence" that he represents a "threat to the safety and security of the Confederation or any of its Territories."
