Colonel Nelson Spangler (appearing as Colonel Spangler; 1958-2015) was the victim in The Ties That Bind (Case #44 of Pacific Bay). Prior to his death, he was suspected of five murders. He cooperated with the Pacific Bay Police Department to catch a killer hours before he died.
