Meitre was a famous night elf. He was a great wizard from many thousands of years ago. After his death, he left a collection of scrolls and spells that were researched by other wizards. (CoH 129) Elven mages didn't attempt to cast from Meitre's scrolls until the final year of their apprenticeships, and humans didn't even try until their apprenticeships were completed.
