Charles B. Rangel is the Democratic Representative from the "Fightin' Fifteenth" District of New York. While his district, which includes upper Manhatten, represents the smallest geographic area of any district in the United States, its Representatives nonetheless has one of the biggest mouths. Along with Tom Daschle and Tim Geithner, belongs to the Leona Helmsley "only the little people pay taxes" school.
