Andrea Sparr is a Metro Police Department Detective who appeared in the Season 5 episode, Stakeout (episode). She investigated the murder of Scott Matthew Rowe and as such, formed a temporary partnership with NCIS as both sides attempted to investigate who had killed the victim in question.
