Strell Vekeer was a male Cardassian who lived in the 24th century. In the 2370s, Vekeer was a doctor in the Obsidian Order. After the Order collapsed in 2371, Vekeer and Drune Omek disappeared from sight. However, by 2373, Vekeer and Omek had begun conducting horrific experiments on Jem'Hadar in the Grennokar facilty on Harkoum. These included cutting into the Jem'Hadar's skulls and watching them die slowly or quickly, as well as through seizures. (DS9 novel: Fearful Symmetry)
