Letter Pigeons are a group of postmen, similar to Letter Bees. They were created to assist delivering letters of poor people who can't offered to hire Letter Bees. It isn't well known to high-class & middle-class people, but is known to the low-class people. They act as a private delivery group, one independent from the government.
