The SeaWing Council is an organization in which high ranking SeaWings, each in a separate area of expertise, work on a matters essential to the smooth function of the Kingdom and report to the queen. The council had a level halfway up the Summer Palace, on the sixth floor. Food is served during meetings, but it must not be eaten until the queen gives permission, a mistake of Tsunami, since she didn't know about this until she was informed. Tsunami claims to hate the council and says when she becomes queen she will dispose of it.
