Lt. Starr was a detective with the Houston police department in Texas. He had dark wavy hair and narrow eyes. When Dick Tracy was investigating threats he had received, he visited Influence in Houston. Lt. Starr escorted Tracy on this visit. Influence had reformed while in jail and was working with the police department as a hypnotist to help witnesses and victims remember details of crimes. Lt. Starr had only positive comments to make about the former criminal.
