Richard Kelley (born 16 December 1958 ; age 59) is an actor and camera operator who worked as assistant camera operator on Star Trek: The Next Generation. Born in Los Angeles, California, USA, Kelley started to work as an actor in the late 1970s. Among his acting credits are supporting roles in the television musical Encore! (1980), the sport drama Rocky IV (1985, with Michael Pataki, Mark DeAlessandro, and Jeff Austin), the television thriller Carly's Web (1987, with Daphne Ashbrook, Cyril O'Reilly, Gregory Itzin, Robert Symonds, and K Callan), the pilot episode of The Highwayman (1987, with Branscombe Richmond), and the comedy Nincompoop (1988). Between 1983 and 2007 he played in over 100 episodes of the daily soap General Hospital desk sergeant Officer Jim Harper.
