Alex Volkonov is a Captain in the Russian Army's Judge Advocate General's Corps. He befriended Harmon Rabb Jr. while the latter was selected to assist the Russians with their military justice system. In 2002, he was instrumental in assisting CIA Officer Clayton Webb in the search for a Russian officer who'd sold his services to al-Qaeda in order to avenge his late wife, a KGB officer who'd been killed by an American spy.
