The 3/5ths Clause is an unusual treaty because it is not between two alliances, but from one alliance at another. Announced by Screaming Red Asses on June 12, 2014, the treaty is a unilateral treaty from SRA to R&R. Nebulous by design, the treaty simply indicates that SRA "owes R&R a favor." Unspecified to begin with, it is nonetheless considered to conform to the Lawyers, Guns and Money Doctrine by the Red Asses.
