Title 18, U.S. Code § 2252B was created by § 521 of the PROTECT Act, Pub. L. No. 108-21 (2003). The statute makes it a crime knowingly to use a misleading domain name on the Internet with the intent to deceive a person into viewing material that is obscene, or with the intent to deceive a minor into viewing material that is “harmful to minors.” It defines “harmful to minors” to parallel the "Miller" test for obscenity, as applied to minors.
