A county seat is a term for the administrative center for a county. It refers to the community in which the administrative offices are located. Each county in Michigan has a county seat. Not every county seat, however, is an incorporated community. Most notably, Atlanta and Mio are unincorporated communities which are county seats for Montmorency County and Oscoda County, respectively. Also, Midland, the county seat of Midland County, is not exclusive to its namesake. Rather, the city boundaries include land within neighboring Bay County. Some communities have names paralleling county names, but are not county seats. Genesee and Tuscola, while existing in Genesee County and Tuscola County, are not county seats.
