Plans called for her to be built at the Boston Navy Yard at Boston, Massachusetts, but the contract for her construction was cancelled on 10 June 1944. On 8 July 1944, the name Kenneth D. Bailey was reassigned to the destroyer USS Kenneth D. Bailey (DD-713).
