Innokentiy Arsenovich Kolokoltsov was a Solarian citizen and politician. Around 1920 PD, he held the government position of Permanent Senior Undersecretary for Foreign Affairs. He was a member of the so-called "Quintet" of senior bureaucrats who actually governed the Solarian League, and seemed to hold something of a "first among equals" position among them. (SI2)
