Phillip Heller is a scientist and the original head of Project Tarburst up until his mysterious disappearance. After being caught and brought to NCIS for interrogation, he told Leroy Jethro Gibbs that he hadn't been working on creating a cure for soldiers who supposedly suffered from Afghanistan War Syndrome because he had actually been building a weapon.
