Protector of the Imperial City was the November 2006 Alliance Distribution Retailer Vote. Retailers ordering L5R product through Alliance Distribution were allowed to place a vote for the character who would become the Protector of the Imperial City. The choices were Akodo Kobi, Bayushi Norachai, Hida Sakamoto, and Shinjo Shuilong. The result was that Bayushi Norachai became Protector of the Imperial City. ([1])
