To be able to do Cooking Ingredients 2 you need to make a visit to Riverside Plains (RS) or Hill Valley (HV). You can access these places by buying a charm from Hugh or going through the gates on the south-west (RS) or the south-east (HV) of CV. Talk to Holly, go to RS or HV and walk outside either town to find tigers and brown bears (for RS, you have to go a little further out to the south or east). Kill the brown bears and tigers for 10 tiger meat and 10 brown bear meat. After you're done, talk to Holly to receive your reward.
