When this mysterious jutsu is preformed Tōkai's eye will start glowing and a full moon will appear behind him. The surrounding area will then become pitch black only to be illuminated by mysterious blue icy flames, Tōkai will then manipulate these flames to extreme extents, when hit by these flames the opponents will either get frozened, sever frost bite or get a unnatural ice burn that people who survived sa that it felt like being in a frozen hell.
